The existing information is unclear but does lean toward the fact that this wood can be toxic, as are many, many other woods to varying degrees.
If it is dust you are concerned about, pretty much all wood dust is problematic and should be avoided. If you are thinking of burning Oleander, I would suggest to simply dispose of it in the garbage and error on the side of safety.
I would NOT work with this wood AT ALL until I could positively establish it's level of toxicity.
